SecDef Gates Pushes for a New Military: Foolhardy or Long Overdue?

The Future Combat Systems as envisioned in 2003 are scrapped under SecDef Gates’ plan for reform, because as “it turns out, just about every assumption the Army had about its future was wrong.” Congress will argue that key FCS technologies (on the helicopter front in particular) are absolutely needed; but this is Gates’ show now.
