In a setback for President Barack Obama, Senate Democrats said Tuesday they will strip out $80 million in new funding in a wartime spending bill to begin the process of closing the Guantanamo detention facility. The action comes as Senate Republicans have warned that they will offer an amendment to the same $91.3 billion measure barring the administration from relocating any of the detainees to American soil.
