Stocks jumped on Monday after the Treasury Department detailed its plan to relieve banks of soured assets.
At 9:40 a.m., the Dow Jones Industrial Average was up 185 points. The S&P 500 index jumped 2.7%, bolstered by an 8.3% surge in its financial sector, and the Nasdaq Composite Index gained 2.2%.
