World Outraged by Second North Korean Nuclear, Ballistic Missile Test

In addition to a second ballistic missile test, Kim Jong Il’s government announces that “it had tested [a nuclear] weapon in an underground explosion, provoking an angry response from the world’s governments.” Less than three weeks ago, the White House had announced renewed diplomacy with North Korea.
