National Journal finds POTUS is limited change agent: “Both on the campaign trail and in the White House, Obama has already shown a talent for the dramatic gesture, a trait he shares with his predecessors in the office. What he hasn’t done is turn those symbolic gestures into much concrete action, at least not yet.”
