Does the Religious No-Establishment Rule Protect the Freedom of Conscience?

Notre Dame’s Richard Garnett says “the no-establishment rule does protect the liberty of religious conscience, but not in the way, or ways, that we usually think.” This matters a great deal when it comes to health policy disputes over the next four years, especially as the Freedom of Choice Act is passed, piece by piece.
