Obama's Budget Expects Massive Windfall From Cap and Trade

White House assumes massive new budget stream from cap and trade policies – which essentially function as a pollution tax for companies, allowing them to bid on carbon offsets – and expects more than $300 billion to come in to the government by 2022. Experts consider this extremely optimistic based on recent trends.
